An interesting body, Congress, as it has indeed done what you suggest (enlarge federal largesse through the Commerce Clause--even as it has handed over monstrous amounts of its power to the Executive.

Indeed earmarks act as a lubricant for the Congress. Unfortunately, the Congress has assumed powers that were never envisioned by the Founders. Through the stretching of the Commerce clause, Congress' most earmarks butt into areas that are state and local, not Federal, responsibilities.
