I think if one reads the document carefully, as you have, the underlying message through its employment of such terms as "integrated deterrence," and downplaying forward presence to save readiness, allies as key to our strength, & emphasis on future capabilities...it all points to administration not headed toward a significant plus-up in defense spending to meet the threats that they lay out clearly during the next few years. Very clever way of hiding the ball on the gap between goals and means.
