Excellent article! I couldn't agree more with what your summary/proposal to the group. We need the Navy and Marines to fight (when appropriate) on the high seas. So that we're not defending US ideals on the shores of the Mississippi!

While I'm not an naval expert like you, I have studied Navy Tactics and Logistics (remember that historians argue tactics, Generals/Admirals argue logistics!)

Each of your going-in positions seems solid and well-articulated (perhaps your colleagues should see fit to nominate you as the team author). One area I would offer you consider significant depth on is for recommendations on sufficient manning for the fleet at the levels you propose. As I understand it, recruiting and retention is difficult today, and we are in competition with a red hot jobs market. The Navy has a leg up in ability to offer substantial technical training. Looking forward to following your progress.

I'm glad to see your recognition of the role of government in a "free-market" capitalist economy. Whether we have ( or ever had ) what could be called free-market is another matter. It may seem at times as though our military is acting as tax-supported body guards for corporations, but the results of not doing so would affect everyone.
